The European Union and Security Sector Reform : Workshop report

Security Sector Reform (SSR) has received an increased political attention in the last years, and some substantial developments have been made in relation to the concept. Perhaps most notably by the Geneva Centre for the Democratic Control of the Armed Forces (DCAF), but increasingly also from scholars elsewhere. However, not that much has been written on the EU and SSR. This report contains chapters based on presentations made at a workshop on the EU and Security Sector Reform, which took place at the Swedish National Defence College in January 2007. It covers chapters on what we know and do not know about the concept; what the EU has written about SSR in its policy documents; how the EU has engaged in SSR in Bosnia and Herzegovina; civil-military co-ordination in SSR; and the impact that the Union's enlargement has had on its SSR-related policies. The workshop was part of the activities of the European Security Research Programme, a research and teaching programme at the Swedish National Defence College.
